The Bill (Reg. No.2344) supplements Article 9 of the effective Law with a regulation, pursuant to which wholesale trade of sugar is subject to licensing.
Moreover, pursuant to Article 4, the Cabinet of Ministers of Ukraine and authorized bodies are to define the methods for regulation of sugar production and sale. The resolutions of the bodies authorized by the Cabinet of Ministers of Ukraine to take measures aimed at regulation of sugar production and sale are subject to the State registration under the legally established procedure. Furthermore, all subjects of entrepreneurship are obliged to fulfil the said resolutions.
However, the Committee believes that introduction of licensing of wholesale trade in sugar is unreasonable, and can result in excessive regulation of the said type of economic activity.
